The
companions of the prophet used to swear by saying if u can't fast
during the day (outside Ramadan) & pray at night (tahajjod prayer)
then surely Allah is withholding you to perform it coz it's a honor to
do these things and Allah will only let those people do it who deserves
it!
Another interpretation is that we have too many sins! Now
we know how many times we made an intention to ourselves that today we
will pray at night or fast but we didn't do it..
